    Digital Right Management (DRM) and Library Copyright Policy

    The purpose of this paper is to introduce Digital Rights Management (DRM) and its implications for content producers, consumers, and libraries. Simply stated, DRM is a technology that allows copyright owners to regulate and manage their content when it is disseminated in a digital format, and it is the reason why some patrons cannot access some of the downloadable digital content provided by libraries. In the first part of this paper, we provide a short introduction to DRM by outlining the entities, the various technologies used as well as usage restrictions that come with DRM. In the second part of the paper are discussed the alternatives for the libraries, using DRM as a tool for library copyright policy and the main documents, which present the position of library organizations towards information legislation

    This Book of Abstracts provides an overview of all selected papers, Pecha Kucha and posters that will be presented at BOBCATSSS 2021 Virtual Conference on "Digital Transformation" (https://bobcatsss2021.sciencesconf.org/). The conference is jointly organized by the Porto Accounting and Business School - Porto Polytechnic (ISCAP), Portugal, University of Library Studies and Information Technologies (ULSIT), Sofia, Bulgaria and University of Leon, Spain. BOBCATSSS is an international annual symposium which addresses hot topics for librarians and information professionals in a fast-changing environment. It is created by and for students, teachers, researchers and professionals in the information field. BOBCATSSS is held under the auspices of BOBCATSSS Association (https://bobcatsss.info/, former EUCLID (European Association for Library and Information Education and Research). It is a tradition which has been passed on from one European country to another since 1993, providing a rich professional conference, accompanied by numerous opportunities for networking, personal exchanges, discussions, and learning. The 29th conference of BOBCATSSS is a virtual edition, due to the COVID-19 worldwide crisis. This year, we have chosen “DIGITAL TRANSFORMATION” as the theme for BOBCATSSS 2021. Information and communication technologies have a great impact on society, namely concerning the immediacy of access to information, the constant increase in the available information volume, the automation of services, the dematerialization of processes, the change in supports and formats, the attention to the client and changes in the behaviour of individuals. These impacts are also felt in the way people interact with information, in professional, academic, personal and playful terms. Soon, half of the consumers will be digital natives, and this will force the digital transformation in organizations, creating new opportunities for change, including in organizational, cultural and legal standards. Digital transformation as an effect of a process marked by the influence of ICT in society will influence changes in every social dimension, including business models and in the way they develop, with ICT and, inseparably, information, having a leading role in any organization. According to Rogers (2016)1 and Herbert (2017)2, it is possible to identify five domains where the digital transformation takes place, and which are based on the transversal use of ICT: 1. Customers, who interact dynamically with organizations 2. Competition, which impliesa differentiation of organizations in relation to the consumer / final customer 3. Information, which due to its essential nature for the business, whether structured or not, will require an increasingly strict management 4. Innovation, focusing on the development of new ideas 5.     Author preferences for open access in Portugal: survey findings

    In its relatively short existence, open access—the free, online, and immediate availability of scientific outputs in journals and repositories—has contributed to the availability and impact of scientific knowledge across the globe. As a result, the authors hypothesize that researchers and students increasingly prefer that their work appears in open access journals or open access repositories, resulting in improved access to quality, peer-reviewed scientific information and faster scientific and technological advances. Surveying authors at doctoral-granting institutions of higher education in Portugal, the authors seek to determine the extent to which this is true among Portuguese university teachers and researchers, to gauge their familiarity with open access, the importance they attach to open access when choosing a publication outlet, and to determine their preferences for achieving open access. The results show that Portuguese researchers are aware of the benefits of open access, regularly publish in open access journals, and deposit their papers in institutional or disciplinary repositories.     Information professionals and copyright literacy: a multinational study

    Purpose: The purpose of this paper is to present findings from a multinational survey on copyright literacy of specialists from libraries and other cultural institutions. Design/methodology/approach: This paper is based on a multinational survey of copyright literacy competencies of Library and Information Science (LIS) professionals and those who work in the cultural heritage sector (archives and museums), conducted in 13 countries, namely Bulgaria (BG), Croatia (CR), Finland (FI), France (FR), Hungary (HU), Lithuania (LT), Mexico (MX), Norway (NO), Portugal (PT), Romania (RO), Turkey (TR), UK and USA in the period July 2013-March 2015. An online survey instrument was developed in order to collect data from professionals regarding their familiarity with, knowledge and awareness of, and opinions on copyright-related issues. Findings: Findings of this study highlight gaps in existing knowledge of copyright, and information about the level of copyright literacy of LIS and cultural sector professionals. Also attitudes toward copyright learning content in academic education and continuing professional development training programs are investigated. Originality/value: This study aimed to address a gap in the literature by encompassing specialists from the cultural institutions in an international comparative context. The paper offers guidance for further understanding of copyright in a wider framework of digital and information literacy; and for the implementation of copyright policy, and the establishment of copyright advisor positions in cultural institutions.     The Public Libraries in Turkey and Bulgaria in the Transition Process to Information Society: A Comparative Research

    Bilgi toplumuna geçiş süreciyle birlikte dünyamız sosyal, kültürel, siyasi ve ekonomik alanlarda çok hızlı ve büyük bir değişimin içerisine girmiştir. Bu değişim süreci bütün toplumsal yapı ve kurumları etkilemektedir. Yaşanan değişim dalgasından etkilenen kurumlardan birisi de halk kütüphaneleridir. Halk kütüphaneleri her kesiminden insana hiçbir ayrım gözetmeksizin kültür, eğitim ve bilgi hizmeti sunan toplumsal kuruluşlardır. Toplumsal kuruluşlar hem içinde bulunduğu toplumda yaşanan değişimden etkilenen hem de bu değişimi etkileyen kurumlardır. Halk kütüphaneleri de bilgi toplumunda yaşanan değişim sürecinden hem etkilenmişler hem de bu değişim sürecini etkilemişlerdir. Bilgi toplumuna geçiş süreciyle birlikte halk kütüphanelerinin temel hizmetleri olan kullanıcı hizmetleri, teknik hizmetler ve yönetsel hizmetlerde köklü değişimler yaşanmıştır. Aynı süreçte halk kütüphaneleri temel unsurları olan derme, kullanıcı, personel, bina ve bütçelerini de yeni bir bakış açısıyla, bilgi toplumunun ve bilgi teknolojilerinin getirdiği yenilikler doğrultusunda yeniden tanımlanmak, yapılandırmak zorunda kalmışlardır. Bu çalışmada Türkiye ve Bulgaristan’daki halk kütüphanelerinde çalışan kütüphane yöneticileri ve kütüphanecilerin bilgi toplumuna geçiş sürecinde halk kütüphanelerinin mevcut durumları, rolleri ve konumları hakkındaki görüş ve beklentilerinin belirlenmesi amaçlanmaktadır. Bu kapsamda çalışmada Türkiye’deki 81 il halk kütüphanesinde çalışan 277 yönetici ve kütüphaneci ile Bulgaristan’daki 28 Bölge Halk Kütüphanesinde görev yapan 136 yönetici ve kütüphaneciyi kapsayan bir anket çalışması yapılmıştır. Çalışmanın son kısmında ise anketlerden elde edilen verilerden hareket edilerek çeşitli sonuçlara ulaşılmış, ulaşılan sonuçlar çerçevesinde de öneriler geliştirilmiştir.Our world has been exposed to a great and rapid change in the social economic, cultural and political fields with the transition process to information society. These alteration and revolution process has affected all social structure and institutions. One of the institutions affected by this change wave is the public libraries. The public libraries are social institutions that present cultural, educational and information services to the individuals from every segments of the society without making any kind of discriminations. The social institutions are both affected by this change and affect this change. The public libraries have been both affected by and affected these change and revolution process in the information society. There have been radical changes in the user, technical and managerial services which are the main services of public libraries with the transition process to information society. In same process, the public libraries have had to redefine and reconstruct the main elements of public libraries such as the collection, user, staff, building and budget elements with a new perspective with the innovations that the information society and information technologies have brought. In this study, a survey, which include 81 public libraries in Turkey and 277 librarians and library managers in these libraries, and 28 regional public libraries in Bulgaria and 136 librarians and library managers in these libraries, have been carried out to find out the current situations of the public libraries in Turkey and Bulgaria and get the opinions of the librarians and library managers, which work in these libraries, about the role and place of the public libraries in the passing process to the information society. In the last part of the study, some results have been reached according to the data gained from the surveys and the suggestions have been made in accordance with the results gained

    Çocukların ve gençlerin kütüphane kullanma alışkanlığının günden güne azaldığı günümüzde; halk kütüphanelerinin amaçlarına ulaşması ve varlıklarını devam ettirmeleri için her geçen gün hızla farklılaşan koşullara uyum sağlaması gerekmektedir. Halk kütüphaneleri değişimleri öngörüp, yaşanan değişime göre kendilerini konumlandırabilirlerse, içinde yer aldıkları toplumun lokomotif kurumları haline gelecektir. Bu bağlamda başta yöneticiler ve kütüphaneciler olmak üzere halk kütüphanesi çalışanlarının değişen teknolojiye ve yeniliklere ayak uydurabilmeleri hatta daha da ötesinde; sahip oldukları yenilikçilik enerjilerini açığa çıkartarak yenilikler üretmeleri büyük önem taşımaktadır. Bu çalışmada “yenilikçilik” kavramı üzerinde durularak, Halk kütüphanelerinde çocuk ve gençlere yönelik gerçekleştirilecek yaratıcı bilgi hizmetlerinin onların okuma ve kütüphane kullanma alışkanlığı kazanmalarındaki etkilerine değinilecektir. Ayrıca çalışmada Türkiye’deki halk kütüphanelerinde çocuk ve gençlere yönelik gerçekleştirilen yenilikçi bilgi hizmetlerinden örnekler sunulacaktır
